Discovery Canyon will Remain CLOSED for the 2020 Season

Discovery Canyon will remain closed for the 2020 season after River Bend Golf and Recreation Society and The City of Red Deer worked with Alberta Health Services to conduct an assessment of the amenity.

  1. What is Discovery Canyon?
Discovery Canyon is a seasonal water park located along the Red Deer River, 3.5 km north of the 30 Avenue and 67 Street roundabout in the River Bend Golf and Recreation Area. Discovery Canyon features a natural river-fed water pool, playground area, concession and washrooms. Discovery Canyon is typically open from June until the September long weekend (dates dependent on weather conditions).

  2. Who operates Discovery Canyon?
While the amenity itself is owned by The City of Red Deer, Discovery Canyon is operated by the River Bend Recreation Society.

  3. Why is it remaining closed?
Discovery Canyon will remain closed for the 2020 season after River Bend Golf and Recreation Society and The City of Red Deer worked with Alberta Health Services to conduct an assessment of the amenity.

As Discovery Canyon is a free amenity, there are currently no controls in place to manage access in and out of the amenity.

Although there is plenty of space around the Discovery Canyon area, the actual amenity itself is primarily contained within a very narrow strip, which naturally funnels people together, and the amenity is likely to exceed the outdoor gathering limits of 100 on a regular basis.

Following a detailed assessment, with support from Alberta Health Services, it was determined that physical adjustments and controls would need to be put in place to ensure physical distancing compliance and managing/limiting access to the lazy river specifically. Unfortunately, there are several places within the lazy river that are less than 2 metres, which would make social distancing extremely challenging while using the amenity.

With a potential for only 6 weeks of operation, and significant costs required to meet the restrictions, the decision was made with RBGRS to leave Discovery Canyon closed for the 2020 season.

4. Who made the decision for it to remain closed?
The City of Red Deer and River Bend Golf and Recreation Society made the decision for Discovery Canyon to remain closed in 2020, following a joint assessment with support from Alberta Health Services.

KEY MESSAGES

Discovery Canyon will remain closed for the 2020 season after River Bend Golf and Recreation Society and The City of Red Deer worked with Alberta Health Services to conduct an assessment of the amenity.

  • City staff met with River Bend Golf and Recreation Society (RBGRS) and Alberta Health related to opening Discovery Canyon with AB Health identifying mitigation measures that could be taken to open the facility.

  • As Discovery Canyon is a free amenity, there are currently no controls in place to manage access in and out of the amenity.

  • Although there is plenty of space around the Discovery Canyon area, the actual amenity itself is primarily contained within a very narrow strip, which naturally funnels people together.

  • The amenity is likely to exceed the outdoor gathering limits of 100 on a regular basis.

  • In consultation with AB Health Services, it was recommended that if the amenity were to be opened this summer, it should be completely fenced to control access, have additional staff spread out down the lazy river to ensure physical distancing, have additional staff circulating throughout the park area to ensure physical distancing compliance, and limiting access to the lazy river to one person at a time with a certain time frame before the next person.

  • In addition, the washroom facility and tube rentals would also require additional cleaning to meet the guidelines.

  • There are several places within the lazy river that are less than 2 metres, which would make social distancing extremely challenging while using the amenity.

The City of Red Deer and River Bend Golf and Recreation Society made the decision for Discovery Canyon to remain closed in 2020, based on recommendations from Alberta Health Services.

  • With a potential for only 6 weeks of operation, and an estimated cost of $100,000 to meet the restrictions, the decision was made to leave Discovery Canyon closed for the 2020 season.
